The in-band pubsub part would need '+notify' support in mod_pubsub, since mod_pep does not serve the bare-host-JID. All the hard parts of this XEP is elsewhere, i.e. hosting the document somewhere reliable.

This module blocks configured queries that change server state.

E.g. to make vCard storage read-only:
