mod_storage_xmlarchive: Fix "user" iteration API
Fixes use in prosody-migrator.
Otherwise this particular API is not used much, or this would have been
noticed before. Usually it is a different store like 'accounts' that is
responsible for providing the authoritative list of users.

Introduction ============ On a server with public registration it is usually desirable to prevent registration of certain "reserved" accounts, such as "admin". This plugin allows you to reserve individual usernames, or those matching certain patterns. It also allows you to ensure that usernames conform to a certain pattern.
