mod_storage_xmlarchive: Fix return of numeric 'when' from key-value API At some point, 'when' was stored as a timestamp string then as a numeric UNIX timestamp, so both cases needs to be handled, as they are elsewhere. Thanks spec/core_storagemanager_spec.lua

Introduction
============

This module simply responds to a presence probe sent to the server with
a presence staza containing a timestamp from when the server started.

This is imagined as an alternative to the XEP-0012 "Last Activity"
protocol that can seem a bit overloaded.
