  * If there is an active list set for a session, it affects only the session(s) for which it is activated, and only for the duration of the session(s); the server MUST apply the active list only and MUST NOT apply the default list (i.e., there is no "layering" of lists).
  * When a resource attempts to remove a list or specify a new default list while that list applies to a connected resource other than the sending resource, the server MUST return a "conflict" error to the sending resource and MUST NOT make the requested change.
